Luxembourg, crowned world’s safest city in 2019

The American consultancy firm Mercer, in its 2019 economic survey aimed at helping companies around the world to pay their workers fairly, names Luxembourg City as the 1st place on the podium of the world's safest cities.


This is the first time that Mercer has analyzed the cities' crime levels, internal stability, law enforcement rates, and limitations on personal freedom and freedom of the press, and made a separate classification around personal security, a fundamental factor for companies that choose to establish abroad and send their expatriate employees there.


In terms of personal security, Luxembourg is thus ahead of Helsinki and the Swiss cities of Basel, Bern and Zurich.


The study highlights the fact that crime is on the decline in Luxembourg City. The absolute number of offences recorded and the rate per 100,000 inhabitants in 2017, according to the latest figures from the Luxembourg police, are on the whole decreasing. Nevertheless, car thefts and public drunkenness have increased.


Taking into account a broader set of quality of life factors such as climate, hygiene, health, housing and public transport, Luxembourg city ranks 18th in the world among cities with the highest overall quality of life, between Melbourne in 17th position and Ottawa in 19th position. European cities dominated the overall ranking, with the Austrian capital Vienna taking the lead for the 10th consecutive year, with Zurich in 2nd place and Munich, Auckland and Vancouver together in 3rd place.
